Why are PM's restriced to waiting 7 days for new members?

I want to send a PM to Maxulus because i think he is my old friend(same name and favorite pokemon Ninjask) and hopefully he has E-mail notifications PM's on. Or could i have his e-mail so i could contact him personally?
